Cissy Proctor to Lead New Tallahassee Office, and Expand its Government Affairs, Procurement and Regulatory Practice

LSN Partners announced today that Cissy Proctor will lead the company’s expansion efforts and new Tallahassee office, serving as Managing Partner. Proctor, recently the Executive Director of the Florida Department of Economic Opportunity (DEO), has more than 15 years of experience in legal and government affairs.

“Re-establishing an office in Tallahassee allows us to better meet our clients’ legislative, regulatory and public policy needs,” said Alex Heckler, Co-Managing Partner. “With a seasoned professional and policy guru such as Cissy leading this new office, we can continue to deepen our firm’s relationships in the state.”

Proctor served at the DEO under Governor Rick Scott for six years as the Deputy Legislative Affairs Director, the Director of Strategic Business Development, the Chief of Staff and the Executive Director.

As the agency’s Executive Director, Proctor was responsible for the successful efforts in moving Florida ahead as the country’s top-performing economy. She was accountable for the agency’s $1.2 billion budget, nearly 1,600 employees and over 80 statewide programs and initiatives. While at the agency, Cissy cultivated partnerships from the national to the local level, always championing pro-business policies and a competitive business environment. Her efforts supported the economic growth in Florida over the last eight years and the creation of almost 1.7 million private sector jobs.

Cissy has strong relationships with businesses, elected leaders and policy experts in Florida and around the country. She regularly presented on all aspects of Florida’s economy to the Florida Cabinet, the Florida Legislature, the Enterprise Florida Board of Directors, and the U.S. Ways and Means Committee in Washington D.C., in addition to many local chambers of commerce and economic development organizations in Florida and Puerto Rico. Prior to her service in state government, Proctor spent almost a decade in private practice handling local and state government clients.

Proctor received her J.D., magna cum laude, from the Florida State University College of Law and her bachelor’s degree in International Affairs from Florida State University. She currently serves as a Trustee of the Florida House on Capitol Hill and is a graduate of Leadership Florida (Executive Class X) and Leadership Tallahassee. She is also a member of The Florida Bar and serves on the Board of Directors of United Way of the Big Bend.
