Andrew Rogers is a Senior Advisor to LSN’s national transportation, sustainability, and climate practices.

Rogers is the former Deputy Federal Highway Administrator under U.S. Department of Transportation Secretary Pete Buttigieg. As second in command at the 3,000-employee Federal Highway Administration, Rogers managed the $350 billion Federal-Aid Highway program, provided executive leadership, established agency policy, crafted regulatory guidance, and led grantmaking decisions. Previously, Rogers served as the Federal Highway Administration’s Chief Counsel, the agency’s top legal officer. In this position, he oversaw and coordinated all legal services for program administration, federal legislation, regulatory affairs, environmental compliance, and related litigation. A principal architect of the $1.2 trillion Bipartisan Infrastructure Law, Rogers’ contributions made him a nationally recognized leader in Electric Vehicle and EV charging infrastructure law and policy.

Before joining the Biden Administration, Rogers was Chief Counsel for the U.S. Senate Committee on Environment and Public Works, making him the Senate’s Chief Legal Advisor on Transportation and Environmental law. Before his career in public service, Rogers was the Director of Legislative Affairs for the American Association for Justice, where he managed advocacy before Congress and the executive branch. Rogers is also a seasoned litigator who began his legal career in Detroit, MI.

Andrew received his Juris Doctorate Degree from Wayne State University Law School, and a Bachelor of Arts in Economics and Business and in Political Science from Kalamazoo College.
