Rogers is the former Deputy Federal Highway Administrator under U.S. Department of Transportation Secretary Pete Buttigieg. As second in command at the 3,000-employee Federal Highway Administration, Rogers managed the $350 billion Federal-Aid Highway program, provided executive leadership, established agency policy, crafted regulatory guidance, and led grantmaking decisions. Before his career in public service, Rogers was the Director of Legislative Affairs for the American Association for Justice, where he managed advocacy before Congress and the executive branch. Rogers is also a seasoned litigator who began his legal career in Detroit, MI.
