Andrew Rogers, former Deputy Federal Highway Administrator under USDOT Secretary Pete Buttigieg. Rogers served as the Federal Highway Administration’s Chief Counsel, the agency’s top legal officer. Rogers’s contributions made him a nationally recognized leader in Electric Vehicle and EV charging infrastructure law and policy. Before joining the Administration, Rogers was Chief Counsel for the U.S. Senate Committee on Environment and Public Works, the Senate’s Chief Legal Advisor on Transportation and Environmental law.

Andrew Wishnia, former Deputy Assistant Secretary for Climate Policy in the Office of the Assistant Secretary for Transportation Policy in the USDOT. Wishnia also served as Senior Policy Advisor to the Committee on Environment and Public Works in the U.S. Senate, Special Assistant for Policy at the Federal Highway Administration, and Senior Program Manager at the White House Council on Environmental Quality under the Obama Administration.
