Thomas Quinn

Tom Quinn has spent more than two decades advising elected officials, corporate, and academic leaders in Washington, DC. As the Managing Partner of LSN’s Federal Practice, Tom oversees a large, diverse practice that prioritizes public policy, appropriations, grants, and contracts. He brings his vast experience and expertise to LSN clients who need to navigate the complex and always evolving processes within the Executive and Legislative branches of the federal government.

Tom began his career on Capitol Hill working for Rep. Peter Visclosky, a senior member of the House Appropriations Committee. During his time on the Hill, Tom led public policy activities in many areas ranging from national security to infrastructure to emerging technology. He led efforts to expand regional transportation capacity through air, rail, road, and bus projects while successfully building public-private partnerships focused on economic development. He has been involved with many transportation and water infrastructure reauthorization efforts, renewable and clean energy initiatives, and military funding programs. Over the last 20 years, Tom has successfully secured nearly $1 billion in for clients.

Tom is known and respected for his ability to solve complicated problems through the formulation and execution of successful federal advocacy and business development strategies. He has a track record of positioning clients as both thought leaders and recipients of significant federal awards. Since leaving the Hill in 2006, Tom has worked with large and small, public and private organizations to advance their priorities and secure federal funding through agencies that include the National Science Foundation, Departments of Defense, Energy, and Homeland Security, and the National Institutes of Health.

A native of Oradell, New Jersey, Tom was educated in the Jesuit tradition at the College of the Holy Cross, where he earned his Bachelor of Arts in Political Science with a concentration in Middle East Studies. Tom lives with his wife and son in the Capitol Hill neighborhood of Washington, DC.
